PSE’s $8,000 Duvall heat pump rebate is limited to two zip codes; insulation pays up to $5,000

On October 4, 2026 we read in full the three Puget Sound Energy heat pump pages we had listed in summary that morning, plus PSE’s weatherization page. The Duvall Heat Pump Program pays $8,000 to replace PSE natural gas heating with an electric heat pump, but the page limits it to specific neighborhoods inside zip codes 98014 and 98019, with address verification by PSE, a Trade Ally or REP installer, the gas equipment removed or cut and capped, and the application filed within 30 days of installation. The same page links King County’s Energize program, which offers income-qualified Duvall homes a heat pump at no cost.
The heat pump upgrade rebate ($1,500, $2,400 with Efficiency Boost) applies only to an existing centrally ducted, all-electric heat pump that is out of warranty, and the new unit must meet two cold-climate thresholds: a COP of at least 1.75 at 5°F and at least 70 percent of its 47°F capacity at 5°F. The hybrid rebate ($1,500 / $2,400) pairs a ducted heat pump with a PSE gas furnace, requires a balance point of 30°F or lower, and excludes electric-only customers. PSE’s weatherization page pays $1.75 per square foot for attic insulation (up to $3,500), $2.50 for wall and floor insulation (up to $5,000 each) and $0.20 for air sealing, as an instant discount through a Trade Ally, in site-built homes from 1989 or earlier.
Two pages that search engines still surface for PSE are not current: the “Go electric” fuel-switching page says the program was retired on July 31, 2024, and the HEAR Pierce County page returns a 404. Our PSE page now carries all six programs, the insulation table and both tax-basis rules PSE publishes (post-tax cap on the upgrade and hybrid rebates, pre-tax cap on the gas and Duvall rebates).
What this means for you
If you heat with PSE gas in Duvall, check your address against PSE’s neighborhood list before counting on $8,000; elsewhere in PSE territory the gas-to-heat-pump rebate is the income-qualified $4,000. If your home was built before 1990 and has thin attic or floor insulation, the per-square-foot weatherization rebate comes off the Trade Ally’s invoice and can be combined with a heat pump project. Every PSE rebate still runs only through a Trade Ally or REP.
