Kentucky and North Dakota warn that anyone offering federal home energy rebates now is misinformed — or a scam

Kentucky’s energy office: rebates not yet available, not retroactive, anyone offering them is misinformed. North Dakota: nothing launched, current offers “likely scams”.

Two state energy offices verified on September 26, 2026 say the same thing in unusually plain language. Kentucky’s Office of Energy Policy states that the Home Energy Rebates are not yet available, that the program awaits unconditional DOE approval, and that anyone offering these rebates now is misinformed. It adds that rebates will not be retroactive: work done before launch will not be reimbursed.

The North Dakota Department of Commerce says neither Home Energy Rebate program has launched, no rebates are available, there is no estimated launch date, and current offers are likely scams. Oklahoma describes its $129 million as forthcoming with no timeline; Arkansas says the program is not available at this time.

Meanwhile a rebate calculator’s Kentucky page, checked by its publisher on July 31, 2026, tells homeowners they can access HEAR and HOMES this year. We logged it as a correction.

What this means for you

If a contractor in Kentucky, North Dakota, Oklahoma or Arkansas quotes a federal rebate today, the state itself says the rebate does not exist yet and will not cover work done before launch. Use the state’s official page as your answer, and look at utility and weatherization programs for money that is real now.
