Orange & Rockland’s geothermal rebate went up in September; the utility’s pages and the state’s form still show the old table — verified October 11, 2026, CozyKilowatt

Manual v3 raised O&R’s geothermal cell by $4,000 and cut air-source to $4,000 / $7,000; O&R’s pages and the state’s acknowledgment form still print the March figures.

Orange & Rockland is the one Upstate New York utility for which version 3 of the NYS Clean Heat Statewide Program Manual, effective September 1, 2026, raised a standard incentive. Table 27 gives a single-family geothermal retrofit $18,000, up from $14,000 in the March manual, and $23,000 at the new Weatherized Tier; in a Disadvantaged Community, Table 28 pays $20,000 and $25,000. The partial-to-full-load cell rose from $3,000 to $4,000. The air-source cells went the other way, as they did at Central Hudson, NYSEG and RG&E: $5,000 became $4,000 for a full-load cold-climate heat pump that keeps the old system, and $9,000 became $7,000 when the old system is decommissioned, with $8,000 and $12,000 above them for weatherized homes and $2,000 more on every single-family cell inside a Disadvantaged Community — a larger adder than the $1,000 at NYSEG and RG&E. We read both versions of the manual and nine O&R pages in full on October 11.

None of this is on O&R’s customer pages. The Air Source, Ductless Mini-Split and Geothermal pages still print $5,000, $9,000, $3,000, $14,000 and $7,000 — every one a March cell — and say only that Disadvantaged Communities get “enhanced incentives.” The state’s own Participation Acknowledgment Form for O&R customers, version 06 on the Clean Heat Connect site, which a homeowner signs with the contractor, prints the same March table. A search engine’s AI answer repeats the March figures and, for geothermal, quotes the New Jersey program of O&R’s subsidiary Rockland Electric — 50% up to $4,000 or $5,000 — as if it applied in New York. A homeowner pricing a ground-source system from any of those sources is $4,000 short; one pricing an air-source system is $1,000 to $2,000 over.

Two smaller findings from the same reading. The manual names O&R’s door to the Weatherized Tier as the “Sealed Comfort Plan,” a name that appears on no O&R page; O&R’s Weatherization page links instead to “ORU Home Upgrades through Sealed,” which publishes no amounts. And O&R’s heat pump water heater page gives the $1,250 rebate but no retailer, instant code or application link, while the manual runs a limited-time offer for it from September 15 to December 31, 2026, whose extra money goes to distributors and installers. A new page carries every O&R cell with the manual’s table numbers, the three counties shared with Central Hudson and NYSEG, and the New Jersey program kept apart.

What this means for you

If you are an O&R electric customer in Orange, Rockland or Sullivan County and a geothermal quote shows a $14,000 rebate, the contractor is reading an old table: the current standard cell is $18,000, $23,000 if your home qualifies as weatherized, up to $25,000 in a Disadvantaged Community. If an air-source quote shows $5,000 or $9,000, expect $4,000 or $7,000 unless the home is weatherized. Ask which table of the September 1, 2026 manual the figure comes from, and have the Clean Heat line itemized.
