Douglas County PUD pays no heat pump rebate — and its page still points to the expired federal credits

Douglas PUD offers only a 2026 attic insulation rebate ($1,000–$2,500 plus $200). Its page, dated April 16, 2026, still cites the 25C and 25D credits that ended in 2025.

Douglas County PUD’s energy conservation page, dated April 16, 2026 and read on September 27, says the utility is not required by law to run the incentive programs larger utilities offer and lists no rebate for heat pumps or other appliances. Its one 2026 residential offer is an attic insulation rebate of $1,000, $1,750 or $2,500 depending on the starting insulation level, plus $200 for related work, for upgrades from R-30 to R-49.

The same page tells customers that federal tax credits under the Inflation Reduction Act are available and links to a Department of Energy explainer. That is no longer true: the 25C and 25D credits ended for property placed in service after December 31, 2025, under Public Law 119-21, and the IRS’s own home energy tax credits page, updated July 8, 2026, shows the 2023–2025 schedule.

What this means for you

If you are in East Wenatchee, Bridgeport or elsewhere in Douglas PUD territory, a heat pump installed in 2026 gets no federal credit and no PUD rebate. Insulation is the only local money, and it is worth taking before any heating upgrade. Across the river in Chelan PUD territory the picture is different.
